The need for a thorough policy review of the mission and purpose of the further education sector in Wales was identified in The Learning Country: Vision into Action.
The review was undertaken by Sir Adrian Webb, assisted by Sheila Drury CBE and Gary Griffiths.
The final report, also known as the “Webb Review”, was published in December 2007 and includes the Welsh response to the UK skills analysis undertaken by Lord Sandy Leitch. He was commissioned by the Government in 2004 to undertake an independent review of the UK's long term skills needs. Leitch’s Review highlighted that the UK must urgently raise achievements at all skills levels and recommended that it commit to becoming a world leader in skills by 2020.
