General scheme information

Having the right knowledge and training is vital when you’re working in the fencing industry.

The Fencing Industry Skills Scheme/Construction Skills Certification Scheme (FISS/CSCS) helps you do just that as it offers a structure for skills development and progression through a card scheme, giving assurance to employers that labourers, installers, supervisors and managers within the fencing environment have achieved a recognised qualification.

The scheme is underpinned by National Highway Sector Schemes 2A,  2C and 10B.

It provides a robust and nationally recognised framework that consists of fencing training alongside health and safety awareness.  Holding a card shows an employer that you are not only a competent installer, but you understand the importance of keeping safe at work, know what to do if anything goes wrong and have a recognised qualification.

We work alongside the Construction Skills Certification Scheme, Fencing Contractors Association, European Fencing Industry Association and Highways England to administer and manage the scheme.

The joint FISS/CSCS card scheme aims to:

  • Record workers in the fencing industry who have achieved a recognised level of competence
  • Raise health and safety standards to reduce risks and accidents
  • Encourage the use of skilled workers
  • Provide certification for UK workers which can be accepted throughout Europe
  • Help workers get employment via a recognised card scheme
  • Improve skills and competencies
