Apprenticeship framework reviews

Summary of findings: phase one consultation

For the following apprenticeship frameworks:

  • Agricultural crops, livestock and mixed farming

  • Animal care

  • Production horticulture

  • Amenity horticulture (includes landscape and sports turf)

 

The initial stage in the review of apprenticeship frameworks was an online and postal survey conducted during the first quarter of 2008.  The aim of the survey was to establish the relevance, awareness and value of apprenticeship frameworks for the industries listed above.

 

Questionnaires were developed for two target audiences – training providers and employers.  These two surveys were then tailored to the apprenticeship frameworks under review.

 

We would like to thank the employers and providers who gave us their views by returning questionnaires to us. An overview of findings is as follows:

 

Employer consultation

Across all industries:

  • High levels of satisfaction with the current apprenticeship

  • Main benefits employers report are ‘improving the skills of the workforce’ and ‘improving employee retention’.

  • Split views on whether there should be entry requirements for individuals who start an apprenticeship.

  • Main concern in increasing apprenticeship numbers is ‘attracting suitable candidates’. 

 

Provider consultation

Across all industries:

  • Most would like to see alterations in the apprenticeship framework. Rate varies from 80% in Production Horticulture to 62% in Animal Care.

  • Need for greater flexibility in delivery.

  • Elements of the framework frequently quoted as providing a barrier to completion are:  key skills and technical certificates

  • Mixed views on whether apprenticeships meet employer and learner needs. Typically 60% of providers felt employers needs were met, and 55% felt apprenticeship needs were met.

 

The next stage in the process is a series of working groups across the UK to discuss the findings and development of the frameworks. The employers and provider who completed questionnaires, and indicated they would be willing to be involved in a further stage of the work will be invited to participate although we would like to hear from other individuals who are interested.
