Frameworks
Proxy qualifications
These are qualifications that have been agreed to assess the same knowledge and skills as aspects of the key skills qualifications. Because of this overlap, candidates can claim exemption from all or part of a particular key skill.
Proxy qualifications are valid for up to three years from the date of the award to the time of claim with the awarding body. Proxies should be claimed at the same time as the portfolio evidence is claimed.

Relaxation ruling
The relaxation rule is distinct from proxy qualifications.
The relaxation rule allows apprentices who started on or after 1 September 2001 and have achieved A*-C grade in GCSE English or Mathematics to complete their framework without being required to take the Key Skills at level 2 in Communications or Application of Number respectively. From August 2004 this was extended to within 5 years of the start of the apprenticeship.
